Amnesty International has received reports that Sardar Yousef Naroui, aged
45, and Amir Naroui, aged 48, two brothers who belong to the Naroui tribe of
Baluchistan, in south-eastern Iran, were arrested on 15 February 1992 in Tabriz.
They are believed to have been arrested on political grounds, although the
precise reasons are unclear and their whereabouts remain unknown. There are
fears that they may be subjected to torture.
During recent months Amnesty International has received an increasing number
of reports of the arbitrary arrest, detention and ill-treatment of people from
the Naroui tribe in the Baluchistan-Sistan region in south-eastern Iran. In
addition, the execution of 42 Baluchis, including minors, have been reported
since November 1991, the most recent of which were the execution of eight people,
all believed to be Narouis, in February 1992.
In November 1991 Amnesty International sought urgent clarification from Iranian
authorities regarding the reasons for the execution of 20 people in Zahedan
and the arrest of scores of members of the Naroui tribe. So far no response
has been received.
RECOMMENDED ACTION: Please send telegrams/telexes/airmail letters:
- expressing concern at the reported incommunicado detention, since 15 February
1992 of Sardar Yousef Naroui and Amir Naroui;
- seeking assurances that they are being humanely treated and urging that they
be given immediate access to lawyers of their own choice, their family members,
and medical doctors if necessary;
- seeking information about the exact reasons for their arrest and whether
or not they have been charged, as well as their place of detention.
