Montenegro: Human rights must be at the heart of reforms: impunity, freedom of expression and discrimination against Roma and Ashkali: Amnesty International submission to the UN Universal Periodic Review

In this submission, Amnesty International notes shortcomings in anti-discrimination legislation and in the Institution of the Human Rights and Freedoms Ombudsman. The organization also sets out current concerns about the ongoing impunity for crimes under international law and restrictions imposed on the rights to freedom of expression and information. Amnesty International further exposes the failure of Montenegrin authorities to ensure access by Roma and Ashkali displaced persons from Kosovo to residency status and adequate housing.
