The Baltic States: Time to abolish the death penalty

Estonia, Latvia and Lithuania have all retained the death penalty in their respective criminal codes, although the number of crimes punishable by death has been reduced in all three. In this report AI appeals to the authorities of the three countries to abolish the death penalty and to commute all pending death sentences. Statistics on death sentences and executions are supplied and information is given about legislative reforms, judicial procedures and procedures for executions in the respective countries. Cases known to AI of prisoners currently under sentence of death are: Mihail Talyschanov and Vladimir Botchko (Estonia) and Andres Sergunts (Latvia).
