USA: Submission to the UN Universal Periodic Review: Ninth session of the UPR Working Group of the Human Rights Council, November-December 2010

In this submission, Amnesty International provides information under sections B, C and D, as stipulated in the General Guidelines for the Preparation of Information under the Universal Periodic Review. Amnesty International raises concerns about the USA’s record of ratification of international human rights standards, its reservations to treaties to which it is a party, its failure to incorporate international human rights law into domestic law, and to implement recommendations by the treaty bodies. The organization also highlights concerns in relation to human rights violations committed within the context of counter-terrorism and the criminal justice system. Finally, it discusses the high rate of maternal mortality and lack of access to housing and healthcare. Amnesty International makes a number of recommendations for action by the state under review to address the areas of concern.
