Viet Nam: Submission to the United Nations Human Rights Committee 125th Session, 4-29 March 2019

Since it was last reviewed in 2002, Vietnam has taken steps to strengthen human rights guarantees, including by adopting constitutional amendments in 2013. Yet the lack of progress in many other areas raises serious human rights concerns under the International Covenant on Civil and Political Rights (the Covenant), including the lack of protection against torture and other ill-treatment in national law, and a new Cybersecurity Law that negatively impacts the rights to freedom of expression and to privacy.
