This submission was prepared for the Universal Periodic Review (UPR) of Sri Lanka on 1 February 2023. In it, Amnesty International evaluates the implementation of recommendations made to Sri Lanka in its previous review on 15 November 2017. It also assesses the national human rights framework regarding independent institutions, the Office on Missing Persons and the Prevention of Terrorism Act. The organization also raises concerns about the rights affected by the economic crisis, shrinking civic space, arbitrary arrests and detention and the excessive use of force.
