Pakistan: Amnesty International’s comments on the Lahore High Court judgement of December 2004 revoking the Juvenile Justice System Ordinance

The report sets out and analyses the arguments of the Lahore High Court judgment on the basis of which it revoked the Juvenile Justice System Ordinance. The Lahore High Court held that the JJSO unduly privileges juveniles but ignored that the Constitution of Pakistan explicitly allows special provisions for the protection of women and children without diminishing the rights of others. Amnesty International believes that the arguments adduced by the Lahore High Court indicate practical problems in implementation and a lack of clarity, both of which urgently need to be addressed.
