Nepal: Human rights and security

There has been a deterioration in the human rights situation in Nepal over the last four years particularly in the context of the “people’s war” declared by the Communist Party of Nepal (CPN) (Maoist) on 13 February 1996. This report illustrates some of Amnesty International’s concerns about the violations perpetrated by the police and the CPN including extrajudicial executions, disappearances, torture/ill-treatment, death in custody and arbitrary detention. It also looks at the various legal and institutional concerns, particularly the lack of independent investigation of abuses and existing and proposed legislation that fails to live up to international standards.
