AI visited Cambodia in late May/early June 1992 to discuss with officials of the State of Cambodia (SOC) its concerns about human rights. These include: legal practices which fail to guarantee fair trials for political prisoners; lack of independent, impartial investigations into killings by SOC security forces and into possible extrajudicial executions, e.g. the killing of former prisoner of conscience Yang Horn; the continued detention without charge or trial of political prisoners such as Kang Tong Heang and Kuch Siek and 9 alleged members of the PDK (Khmer Rouge); harsh prison conditions; and harassment of members of legal political parties. Appendices list the names of 14 political prisoners and of some 221 others whose names do not appear on any official lists.
