Made in India: The Supply of Weapons and Ammunition to Israel

This report builds upon publicly available shipment-level trade data to highlight the scope and magnitude of India’s material support for the Israeli defence sector and international crimes committed against Palestinians in Gaza. Amnesty International investigators analysed 2,596 shipments of small arms, ammunition and military vehicles shipped from India to Israel since 7 October 2023. The report identifies corporations in India that have continued to export weapons, ammunition, parts and components or dual-use items to Israel long after clear and public warnings had been made regarding the possible commission of war crimes, crimes against humanity and genocide in the Gaza Strip by the Israeli armed forces and decision makers. Included among these corporations are companies that are directly owned and operated by the Government of India. Under the law of state responsibility, by transferring weapons to Israel in the knowledge that these could be used to commit crimes under international law, India may risk complicity in such violations. Companies and their personnel also face significant legal risk, including civil liability and, in some circumstances, criminal responsibility.
