This report examines the political background to the establishment of the Islamic State and the continuing civil war. From the Soviet invasion to the present, military supplies have been brought into Afghanistan and have been used in deliberate and indiscriminate attacks on civilians by all factions in the civil war. AI urges the governments of all countries which have provided arms to Afghanistan to acknowledge their responsiblity for the current human rights disaster and to help bring such abuses to an end. The report documents extensive human rights violations and makes a number of recommendations to all parties in the Afghan conflict the international community and intergovernmental bodies to help end the cycle of human rights abuse.
