Peru: IACHR: Amicus Curiae brief in the cases of “La Cantuta” and “Barrios Altos” vs. Peru (Monitoring compliance with judgments)
The purpose of this brief, prompted by the recent pardon granted by the President of Peru Pedro Pablo Kuczynski to former head of state Alberto Fujimori, is to present to the Inter American Court of Human Rights different standards of international and comparative law in relation to the issuing of pardons. To that end, Amnesty International respectfully calls on the Court to use the current compliance monitoring hearing to deepen its analysis of the concept of the reprieve or pardon and clarify how it is distinct from early release, including on humanitarian grounds, which must not under any circumstances lead to quashing of the conviction.
