Amnesty International has just been informed that the second group of seven
people named above have been released, following their detention by members
of the Departamento de Operaciones Especiales (DOES), Police Special Operations
Unit on 19 September 1990.
The seven above-mentioned farmers and community leaders from Puno had
been held in detention near the San Rafael mine, in a clandestine DOES detention
centre.
No further action is required on their behalf. However, there has been
no further news on Gilberto García Rengifo, who "disappeared" following his
detention on 1 September 1990 by members of the army in Balzayoca, Campanilla
district in San Martín. He has been seen by other detainees at the Puente
Arenas military base, but the military authorities have denied they are holding
him.
FURTHER RECOMMENDED ACTION: Telegrams/telexes/faxes/airmail letters:
- expressing continued concern about the reported "disappearance" after
detention of Gilberto García Rengifo;
- urging that he be either released or brought before a competent court and
that his legal situation be clarified;
- urging that while in detention he be humanely treated and given access to
his lawyer, doctor and relatives.
