This report documents mass violations of human rights in Peru which have taken place since the new government took office in July 1990. These abuses occur in the context of an increasingly violent campaign by armed opposition groups, in particular the “Sendero Luminoso” (Shining Path). The incidents documented here are: the Iquicha massacre, August 1990; the Chillcahuaycco massacre, September 1990; the torture of at least 16 peasants at Vilcashuaman, September 1990 (including three deaths under torture and the rape of several women and girls); the Chuschi “disappearances” of members of the Chuschi District Council (including the mayor) and subsequent harassment and attack on the investigating authorities in March 1991.
