Mexico: Amnesty International’s concerns regarding torture and ill-treatment in Mexico

Despite some recent reforms, Amnesty International continues to have serious concerns at the widespread use of torture and ill-treatment against political and common law detainees. This report examines the limitations of legal reforms relating to the prevention and punishment of torture and the continued use of forced “confessions” in judicial proceedings. It also examines the continued impunity enjoyed by law enforcement officials and the concerns that even in cases of torture which the National Human Rights Commission has fully documented the authorities have failed to take action on their recommendations to investigate. Cases of torture, including rape, by the armed forces are also reported. The report concludes with detailed recommended actions to the authorities aimed at eradicating the practice of torture.
