CASA 01/91: Mexico: Detention, ill-treatment and threats against student leaders

This document gives information about the detention of a student leader, Juan Carlos Rodriguez Flores of San Potosi University, and threats made against 12 others, including Israel Mendoza, Felipe Canizales and Blas Salazar Cardozo. Juan Carlos was arrested without warrant on 4 January 1991 by members of the Grupo Especial de la Policia Judicial des Estado, Special Group of the Sate Judicial Police, and allegedly beaten during the arrest. He was held incommunicado until 8 January: during this time he was reportedly kept blindfolded, denied food and repeatedly threatened. After his release, a medical examination found lesions consistent with the allegations of beatings and ill-treatment.
