On 24 July 1991 a sweeping amnesty law came into force which Amnesty International fears could block investigations into past human rights abuses. Among the crimes covered by the law are killings, torture and unlawful arrests committed by police and military personnel, and failures by judges to process habeas corpus petitions in accordance with the law.
