Dominican and the Haitian authorities, as well as international organizations and donors, need to respect the commitments they initially made and the obligations they have under international human rights law in order to ensure that Haitian migrants and Dominicans of Haitian descent are not arbitrarily deported or expelled and that their human rights are respected, protected and fulfilled.
