This report documents patterns of mass arbitrary detention, violations of due process, torture and other ill-treatment, enforced disappearances and deaths in state custody. It also analyses how the erosion of judicial independence, the militarization of public security and the approval of reforms that are incompatible with international human rights standards have facilitated the commission of serious human rights violations, many of them affecting individuals with no proven links to criminal activity and historically impoverished communities. The investigation concludes that the documented violations are not isolated incidents, but rather practices that are sustained and facilitated by the country’s institutional and legal reconfiguration.
