In this submission, Amnesty International evaluates the implementation of recommendations made to Cuba in its previous UPR, principally in relation to the rights to freedom of expression and assembly. It also assesses the national human rights framework regarding Cuba’s on-going failure to ratify key international human rights instruments, and its newly passed Penal Code. Regarding the human rights situation on the ground, Amnesty International raises concern about the on-going mass imprisonment of people following protests in July 2021, the situation of prisoners of conscience, and internet restrictions
