Since 2003 several thousand paramilitaries have reportedly demobilized. Amnesty International has repeatedly called on successive Colombian governments to disband paramilitary groups and break the links that exist between them and the security forces and other state officials. This report examines cases of abuses committed by the paramilitaries, acting either alone or in conjunction with the security forces. Amnesty International believes that the current paramilitary “demobilization” process disregards fundamental principles on the right of victims to truth, justice and reparation, on impunity for human rights abusers and on the removal of combatants from the conflict.
