The human rights measures introduced by the government led by Patricio Aylwin are summarized in this circular, along with Amnesty International’s major concerns. It updates many of the concerns outlined in “Chile: Summary of Amnesty International concerns”, (AMR 22/18/89). The status of the investigations into violations committed under the Pinochet regime is reviewed under four headings: the Comision de Verdad y Reconciliacion (Commission for Truth and Reconciliation); Cases closed under 1978 Amnesty Law; Investigations arising from discovery of clandestine graves handed to military courts; Investigations into post-1978 cases. Other concerns include trials of political prisoners, the death penalty, torture and the restriction of freedom of expression.
