This report looks at the issue of continuing human rights violations committed against civilians in Uganda by the government forces and those of the armed opposition. It examines the reasons for the continuing impunity for the perpetrators and also looks at the failure of the authorities to protect the rights of those forcibly displaced by the conflict.
