Togo: No political stability without respect for human rights

On 29 July 1999 a political agreement – the accord-cadre de Lomé – was signed in Togo by all political parties, aiming to break the political deadlock which had paralyzed the country since the disputed presidential elections of June 1998. In this document Amnesty International examines the implications of the agreement, especially for impunity and makes recommendations to the Togolese authorities.
