Amnesty International’s (AI) continuing concerns in South Africa, as presented to the UN Ad Hoc Working Group, are summarized in this paper. Despite amendments to the 1982 Internal Security Act, detainees may still be held incommunicado, without charge or trial, on a potentially indefinite basis. In addition, instances of alleged torture or deaths of uncharged detainees have rarely been investigated fully. Examples of such cases include Lesley Majola, drowned in July 1990 while in custody; Bethuel Maphumulo, died in detention in December 1990; and 15-year-old Eugene Mbulawa, died in suspicious circumstances in July 1990. Evidence of security force complicity in acts of violence, including killing, against people associated with the ANC is also presented.
