This report aims at highlighting the scale and gravity of the human rights abuses taking place in Rwanda in 1997. It shows how unarmed civilians, and returnees in particular, have become the targets of arbitrary violence. This report also includes recommendations to the Rwandese government, armed opposition groups and the international community.
