Niger: Impunity enshrined in the constitution

The culture of impunity which has characterised Niger for years has just been consecrated with a decision to grant amnesty to the perpetrators of human rights violations which occurred during the two coups of January 1996 and April 1999. This document provides details of the assassination of President Ibrahim Bare Mainassara during the coup of 1999 and the subsequent intimidation of Niger’s political parties by the military. It also gives instances of further human rights abuses which remain unpunished in Niger in the course of the last ten years.
