This report examines the human rights impacts of drought-related displacement from southern Angola into northern Namibia, particularly the impacts of displacement on women and children, including barriers to healthcare and education, inadequate housing, food and water, lack of documentation, risks of exploitation and trafficking, and exposure to arrest, detention and return. It also examines gaps in existing immigration and protection frameworks, which provide few accessible pathways for people crossing borders in the context of drought and other disasters.
