Burundian law enforcement officials and the judiciary regularly fail to exercise due diligence, and perpetrators of rape and sexual violence subsequently escape punishment. NGOs are currently providing services where the state is failing to do so. Amnesty International and ACAT are concerned about reports that sexual violence is perpetrated by both state and non-state actors and that high levels of sexual violence have continued since the end of the civil conflict. This report illustrates the social, cultural and legal factors that limit rape victims’ access to justice.
