This submission was prepared for the Universal Periodic Review of Benin scheduled to be held on 26 January 2023. In it, Amnesty International evaluates the implementation of recommendations previously made to Benin, including in relation to the death penalty. It also assesses the national human rights framework in particular the adoption of new laws which have restrained civil and political rights, and fostered impunity. Amnesty International also raises concern about excessive use of force, freedom of expression and peaceful assembly, right to a fair trial and LGBTI person’s rights.
