Reflections on the Definition of "Prevention" for the purposes of the Optional Protocol to the Convention against Torture

This document contains notes from a presentation to the OPCAT contact group and considers the concept of prevention and approaches to the prevention of torture. To effectively prevent torture, it is important to be aware of places, people and systems. The concept of the prevention of torture will require equipping national preventive mechanisms with the tools to overcome difficulties, such as ensuring that they have the power to make recommendations on matters related to training law enforcement officers in evidence gathering techniques.
