In this report Amnesty International condemns the gross human rights violations in the Occupied Territories and calls on the Israeli Government to abide by the principles of human rights and humanitarian law. The Israeli Government should set up a full Commission of Inquiry to investigate breaches of international humanitarian and human rights law in Jenin and other areas of the Occupied Territories in particular since 27 February 2002.The organization condemns the deliberate targeting of Israeli civilians by Palestinian armed groups and calls on them to end such violations. Amnesty International also calls on the international community to act to despatch an international observer mission with a strong and transparent human rights component to Israel and the Occupied Territories.
