Iran: Further information on: forcible return / fear for safety: Mehrdad Kavoussi

The above, forcibly returned to Iran from Turkey on 25 April 1996, is being held in a detention centre in Tehran controlled by the Ministry of Information. The legal basis for any such detention is unknown, but it is feared that, if true, he may be held in incommunicado detention and at risk of torture or ill-treatment.

TURKEY/IRAN Mehrdad Kavoussi, aged 36, Iranian asylum-seeker
Amnesty International has received unconfirmed reports that Mehrdad Kavoussi,
forcibly returned to Iran from Turkey on 25 April 1995, is being held in a
detention centre in Tehran controlled by the Ministry of Information. The
legal basis for any such detention is unknown, but it is feared that, if true,
he may be held in incommunicado detention and to be at risk of torture or
ill-treatment.
The Iranian authorities have not yet provided any information to Amnesty
International or to members of the Urgent Action network regarding Mehrdad
Kavoussi's whereabouts.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express/
airmail letters in English or in your own language:
To the Iranian authorities:
- calling for immediate clarification of Mehrdad Kavoussi's whereabouts, asking
whether he is currently detained in Tehran;
- if he is detained, seeking clarification of the legal basis of his detention,
including details of any charges brought against him and of any trial
proceedings;
- if he is detained, seeking assurances that he is being humanely treated,
and that he has access to family members, to a lawyer of his choice and to
a doctor, if necessary.
To the Turkish authorities:
- calling for the Turkish authorities to seek urgent clarification from the
Iranian Government of Mehrdad Kavoussi's whereabouts and his current legal
status, and seeking assurances that, if he is detained, he is being humanely
treated and has access to relatives and a lawyer of his choice, and to a doctor,
if necessary.
- calling on them not to forcibly return anyone to countries where they may
be at risk of human rights violations.
