In this document the International Commission of Jurists (ICJ) and Amnesty International comment on the draft the Guidelines of the Committee of Ministers of the Council of Europe on Eradicating Impunity for Serious Human Rights Violations. The organizations consider that the current draft reflects considerable progress towards strong guidelines on this topic. In their comments, the organizations highlight key issues which remain unresolved or on which they retain concerns as to consistency with international law and standards.
