This is a speech given by Jill Heine to the Symposium on Reform of the European Court of Human Rights Strasbourg, 17 November 2003. Ms Heine discusses Amnesty International’s recommendations on the European Court of Human Rights including better implementation of the Convention at national level, efficient and effective screening of applications and the expeditious rendering of judgements.
