The death penalty: a new initiative for abolition in the council of Europe: statement to the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe
This statement was delivered to the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe in Paris on 12 September 1994 by Eric Prokosch, Coordinator of AI's program for the abolition of the death penalty. In it,he explains AI's position on the death penalty and urges the Parliamentary Assembly to support new proposals for an additional protocol to the European Convention on Human Rights, which would be the first binding international agreement to provide for the total abolition of the death penalty, with no exceptions.
