The document contains the remarks by Amnesty International at the round table event organized by the Office of the High Commissioner for Human Rights at the United Nations headquarters, New York, on 23 October 2009. The Special Procedures are independent experts, and so they are – or should be- particularly well-placed within the system to raise the alarm promptly.
