United Nations: A High Commissioner for Human Rights - a time for action

At the 1993 UN World Conference on Human Rights a call was made to the UN General Assembly to take up, as a matter of priority, the question of the establishment of a High Commissioner for Human Rights. In this report, Amnesty International sets out a number of essential characteristics which it believes such a post should have.
