Amnesty International conditional support to the Draft Articles on Crimes against Humanity adopted by the International Law Commission in first reading
In this briefing to legal advisers to states' missions to UN, Amnesty International raises a number of concerns regarding the Draft Articles on Crimes against Humanity, which were provisionally adopted by the International Law Commission in first reading this year. In particular, Amnesty International considers that a provision containing an explicit prohibition of amnesties for all those suspected of criminal responsibility for crimes against humanity, grounded in a widespread international practice and on the opinio juris of states, should be incorporated into the Draft Articles.
