This report is the first of a series about the work of the International Law Commission (ILC) on human rights concerns. In 2004 the ILC decided to include the issue âobligation to extradite or prosecute (aut dedere aut judicare)â in its program of work and subsequently appointed Zdzislaw Galicki as Special Rapporteur. Amnesty International is following the work of the Special Rapporteur with particular interest because of the close relationship between this obligation and the exercise of universal jurisdiction by states regarding crimes under international law.
