Russian Federation: Torture and forced “confessions” in detention

The UN Committee against Torture has been examining the Russian Federation’s fourth periodic report and what progress the Russian Federation has made since May 2002, towards eliminating torture and other ill-treatment, including during police custody and pre-trial detention. Amnesty International has documented dozens of cases of alleged torture and ill-treatment with a view to extracting a “confession” in police custody and pre-trial detention during ordinary criminal investigations across the Russian Federation since May 2002. This report considers key failings in both the country’s international and national obligations to protect its citizens and concludes with recommendations for the Russian authorities.
