Russian Federation: Bashir Mutsolgov has not been seen since December 2003 (Postcard)

This postcard, [not printed in English] addressed to President Vladimir Putin, highlights the case of Bashir Mutsolgov, a 29-year-old teacher who was seized by masked men in military uniform as he walked home on 18 December 2003. He has not been seen since. He is one of thousands of people who have become victims of enforced disappearances in Chechnya. The postcard urges the President to make public the official list of missing people; to investigate effectively all enforced disappearances; to establish an autopsy service in Chechnya; and to protect witnesses and relatives from intimidation.
