Amnesty International is concerned that Alexander Solovyov and his co-defendant
I.V. Govorukhin, may soon be executed if their petitions for clemency, currently
pending with President Yeltsin, are turned down.
On 25 March 1992, the Supreme Court of the Russian Federation rejected the
appeals submitted by Alexander Solovyov and I.V. Govorukhin and upheld the
original death sentences passed by Krasnodar Territorial Court on 9 October
1991. They were found guilty of murder, violent assault and other charges.
The currently pending petitions for clemency represent their last possible
level of appeal before the death sentences are carried out.
Amnesty International opposes the death penalty in all cases as a violation
of the right to life and the right not to be subjected to cruel, inhuman and
degrading treatment or punishment, as proclaimed in the Universal Declaration
of Human Rights.
RECOMMENDED ACTION: Telephone calls/telegrams/express and airmail letters:
- asking for commutation of the death sentences passed on Alexander
Solovyov and I.V. Govorukhin;
- explaining Amnesty International's opposition to the death penalty in all
circumstances without exception;
- asking that the authorities in the Russian Federation refrain from carrying
out further executions and that they consider complete abolition of the
