On 23 June 1993, 13 of the detainees were released. They reported that Ethem Elma, Savas Dortyol, Meltem Onder and Gulay Yucel were in a very bad condition as a result of heavy torture. The remaining detainees, including Savas Dortyol, who suffers from a heart condition, and Kamil Gulbagm who suffers from epilepsy, continue to be held incommunicado at Istanbul Police Headquarters, where it is feared they are being interrogated under torture.

On the night of 23 June 1993, 13 of the detainees were released, including
Erdo_an Ya_ar Kopan, Cafer Çakmak, Zeynel Polat, Sava_ Karakurum, Levent Yanl_k
and Yemlihan Kaya. Little is known at this stage about their treatment in
detention, but one of them reported that he heard Sava_ Dörtyol being hung
up for torture. The detainees who had been released also reported that Ethem
Elma, Sava_ Dörtyol, Meltem Önder and Gülay Yücel were in very bad condition
as a result of heavy torture.
The remaining 18 people - Türkan Balaban, Gülay Yücel, Meral Yücel, Zeynep
Ar_kan, Necla Can, _lker Alcan, Tuncer Ba_datl_o_lu, Fatma Gülten _e_en, Kamil
Gülba_, Kudret Sar_gül, Ethem Elma, Ali _brahim So_anc_, Meltem Özdemir, Solmaz
Artar, Mehmet Demir, Kemal ___k, Tar_k Tolnay and Sava_ Dörtyol - are still
in police custody, and the prosecutor's office has

granted permission to hold them for 15 days. Sava_ Dörtyol suffers from a heart
condition and Kamil Gülba_ suffers from epilepsy. They continue to be held
incommunicado at Istanbul Police Headquarters and it is feared that they are
being interrogated under torture.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express and
airmail letters:
- expressing concern for the safety of the 16 people [mentioning some of the
names], detained in Istanbul on 21 June 1993, and held incommunicado at the
Anti-Terror Branch of Istanbul Police Headquarters;
- noting the findings of the European Committee for the Prevention of Torture
regarding the practice of torture in Turkey as published in its December 1992
report;
- urging that Türkan Balaban and her fellow-detainees be permitted to speak
to their lawyers, that they be brought promptly before a judge, and that they
not be subjected to any form of torture or ill-treatment;
- requesting to be informed of any charges brought against them.
