Turkey: The "Amnesty Law" - an ambiguous step

Amnesty International welcomes certain developments under the Law on Conditional Release and Suspension, such as the release of prisoners of conscience, and the fact that death sentences imposed for some acts committed prior to 23 April 1999 will not be carried out. However, the organization is concerned that the new law could, for example, promote impunity by allowing some members of the security forces who have been convicted of ill-treatment to escape sanction.
