On 24 March, Süleyman Baba, Nezir Kaçak, Mehmet Kaçak and Bayram Tekmen were
released. _zzettin Tekmen was charged with sheltering guerrillas and committed
to prison on the same day. The other ten detainees are still in incommunicado
detention at Siirt Police Headquarters and there is increased fear for their
A fellow-detainee released meanwhile reported that teenager Bilal Kaya
had been hung in the crucifixion position and had been subjected to electric
shocks. The police officers reportedly tried to make him say "rude things"
about opposition party members and Abdullah Öcalan, the leader of the Kurdish
Workers Party (PKK) guerrillas, but the boy said that he could not swear and
say such rude things about anybody. He appeared very frightened and upset and
also very thirsty. Torture is said to make the victims extremely thirsty, but
they are denied water, except when being hosed with it under pressure.
He further reported that he could hear from his cell a woman called Emine
who had arrived by bus from Ankara to visit her elder sister. He could overhear
her interrogation by several men who kept asking her why she had come. He could
tell that they were giving her electric shocks, because people scream in a
particular way when subjected to this kind of torture.
Mücahit _lter, who was among the eleven detainees released around 12
March, (see previous follow-up to UA 90/91) is said to have had his arm broken
or dislocated when he was being dragged into the police van. His injury did
not prevent the police officers from torturing him by suspending him by the
wrists and as a result his arm was very swollen.
FURTHER RECOMMENDED ACTION: Telegrams/telexes/faxes/express and airmail
- urging that the ten detainees still in detention - Mehmet Akkan, _ükrü Kaya,
Bilal Kaya, Sad_k Kaya, Celal Sezer, Hasan Sezer, Abdullah Çalapkulu, _efik
Çalapkulu, Ramazan Sezer and Sabri Ahi as well as the woman Emine are not
ill-treated while in detention;
- appealing for an impartial and independent investigation into the allegations
of torture made by those released;
- requesting to be informed of any charges brought against the detainees.
