Mehmet Gokalp has reportedly been moved to the Gendarmerie Brigade Headquarters in Mardin. He was reportedly in a coma for some time after severe torture. Ten other detainees, including Sehmus Gokalp, board member of the OZDEP party in Derik and Haci Kabak, board member of the Peoples' Labour Party in Derik, have reportedly been severely tortured at the Gendarmerie headquarters in Mardin, where they may be held incommunicado under emergency legislation until 25 March.

Amnesty International has received information that Mehmet Gökalp was moved
from Derik and is now being held at the Gendarmerie Brigade Headquarters
(Jandarma Tugay Komutanl___) in Mardin. Women released from detention reported
that he was for some time in a coma after severe torture and that the police
had threatened him with death. Other detainees released in Mardin stated that
10 people including Mehmet Gökalp, _ehmus Gökalp and Hac_ Kabak, who were all
detained in Derik on 25 February 1993, were under very heavy torture at the
Gendarmerie Brigade Headquarters in Mardin. Under current legislation they
may be held in incommunicado detention until 25 March 1993.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express and
airmail letters in English or your own language:
- expressing grave concern about the reported torture of Mehmet Gökalp, _ehmus
Gökalp, Hac_ Kabak and others now being held incommunicado at Mardin Jandarma
Tugay Komutanl___;
- urging that they are not subjected to torture or any other form of ill-treatment
and that they are granted access to their lawyers;
- requesting to be informed of any charges brought against them.
