Concerns in Europe: November 1991 – April 1992

AI’s concerns in 36 European countries are documented in this paper. They include: the imprisonment of conscientious objectors to military service, alleged ill-treatment and torture in police custody, killings by security forces, human rights violations in areas of armed conflict, the death penalty, conditions in prisons and the treatment of homosexuals. Ratifications of international human rights instruments within the period November 1991 – April 1992 are reported. AI’s concerns relating to the fourth follow-up meeting of the Conference on Security and Cooperation in Europe, which takes place in Helsinki from 24 March to 10 July 1992, are briefly discussed.
