Pham Huy Phuoc, Le Duc Canh and Tran Quang Vinh were executed at dawn on 7
January 1998. According to press reports, the three men were taken blindfold
to a field in Thu Duc district on the outskirts of Ho Chi Minh City. They were
shot dead in front of thousands of people who had gathered to watch.
FURTHER RECOMMENDED ACTION: Please send telegrams/faxes/express/airmail
letters in English or in your own language:
- expressing grave concern and sadness that Pham Huy Phuoc, Le Duc Canh and
Tran Quang Vinh were executed on 7 January 1998;
- expressing unconditional opposition to the death penalty as a violation of
the right to life and the right not to be subjected to cruel, inhuman or degrading
treatment or punishment, as proclaimed in the Universal Declaration of Human
Rights and the International Covenant on Civil and Political Rights, which
the Vietnamese Government ratified in 1982;
- urging that all outstanding death sentences be commuted and that the death
penalty as a punishment be removed from all legislation.
