, Index number: ASA 37/022/1995

A response has been received to UA 121/95 in the form of a statement by the International Secretariat of the Liberation Tigers of Tamil Eelam (LTTE). This sets out their observations on UA 121/95 which called for the immediate halt to the deliberate and arbitrary killing of non-combatant civilians, following the killing of at least 42 Sinhalese civilians at Kallarawa in the east of Sri Lanka on 26 May. On 8 September AI issued a substantive reply addressing these observations and reiterating AI's concerns about the killings at Kallarawa.

Many members of the Urgent Action Network have received a response to UA 121/95
in the form of a long statement issued by the International Secretariat of
the Liberation Tigers of Tamil Eelam (LTTE).
The statement sets out the LTTE's observations on UA 121/95, which had called
for an immediate halt to the deliberate and arbitrary killing of non-combatant
civilians following the killing of at least 42 Sinhalese civilians at Kallarawa
in the east of Sri Lanka on 26 May.
On 8 September, Amnesty International issued a substantive reply to the LTTE
leadership, addressing the LTTE observations and reiterating Amnesty
International's concerns about the killings at Kallarawa.
Amnesty International continues to monitor this case, but no further action
by the Urgent Action Network is requested at present. Thank you to all who
sent appeals. The correspondence between LTTE and AI has been published in
a document entitled "Sri Lanka: Correspondence with the Liberation Tigers of
Tamil Eelam on human rights abuses" (ASA 37/18/95, September 1995) and can
